Unfortunately, I think it's a bit naive. Yes, the ethnic violence is being, at the very least, winked at by the people up top. But why does that mean the violence isn't "tribal"?
If you applied that logic to the genocide in Darfur, you could argue that all the death going on there has more to do with politics in Khartoum than the ethnicity of the victims. Which would be arguable in a narrow sense, but beside the point in the larger sense.
